The CGTP, Portugal's largest union refused to sign the pact on labor market reforms while the country's second largest union (UGT) signed the pact on January 18 this year.
The fact that the CGTP - consisting of some 750,000 members - have resisted submission to the new measures, means that national demonstrations could continue to rise in an effort to banish the proposals.
"This is against progress, development, human dignity and the value of work," said Carvalho de Silva, union leader of the pact.
In return for a 78-billion-euro bailout deal last May, Portugal promised to reform its labor market and justice system conform EU standards.
