The White Paper is a guide, a set of proposals to help maintain the pensions in Europe adequate and tenable in the long run. It aims to assist the European Member States in improving their pension systems in the time of a major demographic challenge as people live longer on average and have fewer children.

While the main responsibility for pension system rests with the Member States, the White Paper provides ideas and policy initiatives on the European level that allow for the EU to support national policy makers. It's aim is to help create the conditions under which men and women can sustain their employment throughout the entire working period of their lives and comfortably accumulate their retirement savings.
