In a meeting organized by the Home Ministry, top police and civil officers convene to discuss tactics against the Maoist forces that have been plaguing the country.
The top officials face the question of how to persecute Maoists that flee from state to state after committing a crime, with around 446 civilians and 142 security personnel killed last year.
Amongst those attending are chief secretaries and directors general of police of the so-called Maoist belt; Chhattisgarh, Jharkhand, Bihar, Orissa, West Bengal, Maharashtra, Andhra Pradesh and Madhya Pradesh.
In light of the red terror, the Indian government has started building schools, drinking water facilities and electric works in tribal and Maoist districts.
