The ECB's interest rate determines the return investors receive while holding euros. The ECB decides upon the interest rate policy during the Governing Council Meetings. The Council is composed of the six members of the Executive Council and 16 presidents of member central banks and meets twice a month, usually in Frankfurt am Main, Germany, but locations may vary). Generally, monetary policy issues are discussed only at the first meeting of the month.
Due to the fact that changes in interest rates impact on the exchange rate of the Euro, the ECB's rate decision has a major influence on financial markets.
