The bill is presented in order to help farmers and ranchers, particularly livestock producers, who were not covered by crop insurances and were completely vulnerable due to the fact that the main federal disaster programme for them expired last year.
The disaster relief legislation is set to be discussed before Congress leaves for summer recess.
