Norway implements carbon-emissions program

The Norwegian government implements a carbon-emissions program to compensate domestic producers for their emissions.
The program aims to prevent manufacturers from moving their industries to countries with less strict climate regulations. According to Norway's Environment Minister, Bard Vegar Solhjell, the program will integrate a "good climate policy with good industrial policy".
The program is based on Norway's own calculation methods designed upon EU guidelines.The EU Emission Trading Scheme allows member states to compensate their own industries.
Norway, who adopted the EU scheme in 2005, argues that it has led to a rise in energy prices and a decrease in the competitiveness of domestic companies.
