Quebec construction reform takes effect

A law comes into effect regulating the practice of Quebec construction unions deciding who can be hired to work on a construction site. 

Bill 30, originally designed to strip the unions off the decision right, was adopted in 2011 by Quebec's previous Liberal government with the goal to end "violence and intimidation" in construction hiring.

The law was scheduled to come into force on December 2, 2012, but was delayed because more time was needed to work out the rules for the new hiring procedure as the province's old government discontinued the process when the September election was called. 

Since becoming a new labor minister on September 19, 2012, Agnès Maltais has been working to implement new hiring procedure. 

In November of last year, the politician presented a new regulation to implement Bill 30, under which the construction unions retain the hiring role but the hiring process will allegedly become more transparent and thereby end the workers' intimidation.
