A report from a public inquiry into failings at a NHS trust, which has been criticised for its "appalling standards of care," is set to be published.


According to reports, the inquiry chairman, Robert Francis QC, is expected to recommend wide-ranging reforms of the NHS as part of an £11 million review of what went wrong at Stafford hospital between January 2005 and March 2009.


The report is expected to suggest that hospitals which cover up doctors' mistakes and offer patients poor treatment should face fines and possible closure.


More recently, the Mid Staffordshire NHS foundation trust has been forced to apologise after a baby boy was found with a dummy taped to his face in one of its hospitals.


The trust said that a member of staff has been suspended and that police are investigating the incident, which took place at Stafford hospital in January.
