Iraqis elect local councillors in first vote since US withdrawal -

Iraq holds provincial elections to replace local councils in 13 of the country's 18 governorates.

Although initially scheduled for a nationwide electoral ballot, the process was delayed in two provinces by up to six months, due to security concerns.

Three Kurdistan regions had already been left out of the election's plan.
