The UEFA decides whether to grant full organizational membership to Gibraltar at its annual Congress.
The European soccer governing body previously granted the British territory provisional membership after the Court of Arbitration for Sport (CAS) ruled that the UEFA was obliged to consider Gibraltar's application.
Gibraltar was ceded to Britain under the 1713 Treaty of Utrecht. Spain nonetheless claims sovereignty over the territory, which is located at the southern end of the Iberian peninsula.
Spain will therefore try to prevent Gibraltar from acquiring full UEFA membership. The Spanish Minister of Sports Jose Ignacio Wert has vowed Spain will use all legal means to block Gibraltar's entry.
