A set of safety requirements for nuclear plants is to be written into law. The move is meant to ease the public opinion on nuclear power, which has become increasingly hostile following the Fukushima disaster in 2011.

The framework was developed by the country's Nuclear Regulation Authority (NRA), which presumably will also oversee the resumption of nuclear operations.

According to industry minister Yukio Edano, it is up to the NRA to issue the final green light on which plants pass the requirements since the central government "is in no position to declare that they are safe".

The Fukushima Daiichi disaster was the largest nuclear disaster since the nuclear meltdown in Chernobyl in 1986.
